ABOUT US

CONCEPTO S.A.S. is a Uruguayan engineering and software development company founded in 1993, specialized in technological solutions for foreign trade, customs management and trade facilitation. With more than 30 years of experience, the company has participated in customs modernization and electronic single window projects in Uruguay, Costa Rica, Colombia and other countries in the region.

The company develops proprietary platforms such as GIA (Integrated Customs Management), SWiMF (interoperability and integration framework), RMS (Risk Management System), and Artificial Intelligence solutions applied to foreign trade, including CLARA v2.0 for automated tariff classification using OCR, NLP and machine learning technologies. Its main differentiators are extensive regional experience, technological flexibility, integration capabilities, and the combination of technical and customs regulatory expertise.

FEATURED PROJECT
LUCIA System – National Customs Directorate of Uruguay

CONCEPTO S.A.S. developed and implemented the LUCIA system for the National Customs Directorate of Uruguay as part of an IDB customs reform project. Operating since 1998, the system fully supports imports, exports, transit operations, maritime, air and land cargo, payments, guarantees and risk management. The solution integrates web services with customs operators and government agencies and currently supports approximately 900 internal users and more than 3,500 external users. Over the years, new functionalities were incorporated, including electronic seals, paperless operations, electronic payments, free trade zones, econometric models and artificial intelligence applied to risk management.

FEATURED PROJECT
Uruguay Foreign Trade Single Window (VUCE)

CONCEPTO S.A.S. participated in the design, development and evolution of Uruguay’s Foreign Trade Single Window for Uruguay XXI. The platform enabled the digitalization of procedures, integration of public agencies related to foreign trade and replacement of paper-based processes through electronic exchange of documents and certifications. The solution interoperated directly with the LUCIA customs system and reached more than 2 million annual transactions and over 55,000 external users. The project included ongoing maintenance, support and the progressive incorporation of new agencies and functionalities.

FEATURED PROJECT
TICA System – Costa Rica Customs Administration

CONCEPTO S.A.S. participated in the adaptation, deployment, maintenance and evolution of Costa Rica’s TICA customs system, based on cooperation between the Customs Administrations of Uruguay and Costa Rica. The system started operating in 2005 and supports import, export, transit and cargo operations. The project included knowledge transfer to local technical teams, incorporation of new functionalities, free trade zone operations and the first version of the risk and selectivity module. The system supported approximately 700 internal users and more than 7,000 external users.

MUISCA Integration – Risk Management for DIAN Colombia

CONCEPTO S.A.S. was selected by Colombia’s DIAN to integrate the LUCIA Risk Management and Selectivity module with the national customs system MUISCA. The solution operates in production applying selectivity and risk analysis to import operations and was later enhanced through SWiMF to support new functionalities and multi-item cargo declarations. The project included system integration, training, support, performance optimization and collaboration with the institution’s risk analysis teams.

SWiMF Implementation for Selectivity Management – DIAN Colombia

CONCEPTO S.A.S. developed and integrated the SWiMF framework with Colombia’s DIAN MUISCA system for selectivity and risk management in foreign trade operations. The project included installation, training and deployment of the new SWiMF module to support new functionalities required by DIAN, including multi-item cargo declarations. The solution was developed using GeneXus 18, .NET Core and SQL Server, leveraging Docker containers and deployment on Azure Kubernetes Service (AKS). The project also included performance optimization, integration with analytics tools and support for risk analysis and selectivity teams.
