Foreign Direct Investment in Uruguay – 2025
Uruguay has consolidated its position as a reliable and competitive destination for foreign direct investment, combining macroeconomic stability, clear rules, investment incentives and preferential access to regional and international markets.

EXECUTIVE SUMMARY
- In 2024, global foreign direct investment (FDI) flows reached US$ 1.5 trillion, growing 4% year-on-year amid a global environment characterized by financial volatility and geopolitical tensions. In Latin America and the Caribbean, FDI inflows totaled US$ 188.9 billion, driven mainly by the strong performance of reinvested earnings, which reached their highest share since 2010.
- Uruguay continues to stand out as an open and investor-friendly economy, supported by a stable legal framework, equal treatment for domestic and foreign investors, free repatriation of capital and an investment promotion regime offering sector-specific and project-based tax incentives. In 2024, the stock of FDI in Uruguay amounted to US$ 36.8 billion, equivalent to 45% of GDP, underscoring its structural importance for the country’s economy.
- Although net FDI inflows in 2024 were negative—largely due to intra-company loans, the most volatile component of FDI—core investment components showed positive performance. Capital contributions remained positive throughout the year, while reinvested earnings continued to play a central role in foreign investment dynamics.
- From a project perspective, Uruguay attracted close to 60 foreign investment announcements in 2024, mostly linked to new investments and export-oriented activities. Key sectors include global services and technology, logistics, industrial production, agribusiness, renewable energy and the energy transition, reinforcing Uruguay’s role as a regional platform for value-added investment.
- Overall, Uruguay offers a predictable and competitive environment for foreign direct investment, aligned with global trends such as nearshoring, digital transformation, sustainability and productive upgrading.
