Uruguay ranks among the most prominent business environments in Latin America. The country is placed 45th globally in the StartupBlink Index, which evaluates conditions for starting and operating businesses, with a focus on stability, institutional strength, and infrastructure.

According to the 2026 Innovators Business Environment Index developed by StartupBlink—a global ranking covering 125 economies—Uruguay stands out as one of the countries offering the most favorable conditions for doing business in the region.

The report ranks Uruguay 45th worldwide and among the top-performing countries in Latin America and the Caribbean, second only to Brazil. It also places Uruguay alongside Puerto Rico, Colombia, and Peru among the region’s leading business environments.

The index is based on more than 30 indicators that assess the quality of the business environment, including regulation, incentives, digital infrastructure, international openness, and market perception. Together, these factors evaluate how accessible, predictable, and reliable a country is for launching and scaling businesses. In Uruguay’s case, the report highlights an environment defined by stability, transparency, and strong institutional frameworks.

These strengths are complemented by a coordinated system that supports business development, facilitating both domestic operations and international expansion.

Uruguay also operates under a territorial tax system, in which only income generated within the country is taxed. This framework enhances predictability and supports operational planning for companies with a global footprint.

The report further underscores the role of public institutions in promoting entrepreneurship and innovation. In this context, Uruguay reinforces its position as a reliable and competitive market in the region, offering favorable conditions for investment, business development, and international integration.
