Uruguay strengthens its presence in Paraguay with a trade mission of ICT and AEC companies

A delegation of fourteen Uruguayan companies traveled to Asunción to participate in a trade mission organized by Uruguay XXI, focused on the technology, architecture, engineering, and construction sectors.
The mission aimed to explore business opportunities in the Paraguayan market and strengthen commercial ties through tailored one-on-one meetings coordinated with the Paraguayan Industrial Union (UIP).

The participating companies — Laps Arquitectos, Gea Consultores Ambientales, MG+ Management, Atres Arquitectura, Lecuna & Asociados, One Search, Sonda, Infogain, Digital Projex, Autolink, THESE, K2B, Arnaldo Castro, and the Software Testing Center (CES) — held more than 100 business meetings with Paraguayan firms across their respective sectors, fostering new opportunities for collaboration and joint projects.

From the technology sector, Matías Preciozzi, co-founder of Digital Projex, highlighted that “the organization was excellent and the agenda coordinated by the UIP was very good.” He added, “We managed to set up meetings with important players from various industries and we are currently holding follow-up meetings, beginning to finalize some proposals.” For the company, this was its first mission with Uruguay XXI — an experience that, he said, “was very positive and highly recommended as a way to expand into new markets.”

The opening day included a meeting at the offices of CPA Ferrere, where Enrique Fernández, the firm’s Audit Manager, gave a presentation on the business climate in Paraguay, its macroeconomic indicators, and the tax and legal incentives available for foreign companies interested in establishing operations in the country.
Later that day, the Paraguayan Importers Center (CIP) invited Uruguay XXI to present Uruguay’s export offering. The presentation, delivered by Pablo Pereira, Export Promotion Manager, highlighted the country’s potential in global services and its positioning as a reliable partner in the region.

For Pierino Porta, founding partner of LAPS Arquitectos, the mission was “highly positive and strategic for the company’s regional expansion.” He emphasized that “the event provided a solid institutional framework and a high-value, personalized business agenda,” noting that the meetings were “very productive thanks to the managerial profile of the contacts made, generating a portfolio of qualified leads with strong business potential.”

From the field of architecture, Carolina Lecuna, director of Lecuna & Asociados, valued the opportunity to connect with the local ecosystem. “It was three days of intense meetings, where we were able to engage with both public and private stakeholders in Asunción and understand how the city functions in terms of its urban development profile. We also exchanged ideas with developers about opportunities for collaborative work,” she said.
For Lecuna, participating in the delegation was “an important endorsement — both because of the organization by Uruguay XXI and the chance to share experiences with colleagues who already have a track record in the Paraguayan market.”

The Embassy of Uruguay in Asunción concluded the mission with a reception honoring the business delegation. The event brought together representatives of the Paraguayan government and leaders from business chambers, consolidating an institutional framework of support and collaboration.
The mission was made possible through the joint efforts of Uruguay XXI, the Uruguayan Embassy in Paraguay, the Uruguayan–Paraguayan Chamber of Commerce, CUTI, CUSAI, and CCU.

An academic success story

During the mission, the Software Testing Center (CES) signed a framework agreement with the Polytechnic Faculty of the National University of Asunción. The main objective of this alliance is to enhance software quality in Paraguay by training qualified professionals in software testing.
The agreement will enable the inclusion of software testing courses in the institution’s continuing education program. It represents a first step in academic and technological cooperation between the two countries, and new initiatives are already being discussed with the Universidad del Norte, where CES is negotiating a second agreement.

According to Érica Chiruchi, CES Business Development Coordinator, Uruguay XXI played a key role in facilitating the necessary connections and accelerating negotiations that had been underway for a year. “It was an enriching experience that opened up new opportunities for us to reach major companies in the industry,” said Chiruchi.

The mission to Paraguay reaffirms Uruguay XXI’s strategy of promoting the internationalization of Uruguayan companies, diversifying markets, and strengthening the country’s presence in the region.
The exchange among high value-added sectors — such as technology, architecture, and engineering — reinforces Uruguay’s position as a reliable and competitive partner in Latin America, and deepens ties with a market that offers growing opportunities for productive integration.
